New in plastic, unopened. Not sure if made in 1996 or 1997, because back of buckle references to performance in November 1996.
Measures approximately 2.5" H x 3.5" L.

Buckle is in great condition. Plastic is worn and does have a tear where the buckle's "hook" has pushed through.
