    Description

    Rough condition but it dates to the 1890's when Charles F Warwick was Mayor of Philadelphia!  And notice it is not just a sketch of his face but an actual photo with some period glue holding it on the ribbon.  Then it looks like some more modern glue marks on the reverse side only that held parts of the ribbon intact, etc.  A scarce little piece of Philadelphia political history that fortunately survived 110+ years.
