Norman S. Case was born on October 11, 1888, in Providence, Rhode Island. He was a Republican and a lawyer by profession before entering politics. He served as a member of the Rhode Island House of Representatives and as Attorney General of Rhode Island before being elected as governor in 1928.
As governor, Case focused on improving the state's economy and infrastructure, particularly through the construction of new roads and bridges. He also established the Rhode Island State Planning Board to oversee and coordinate development projects in the state.
After his term as governor, Case went on to serve as Chairman of the Federal Communications Commission (FCC) under President Franklin D. Roosevelt. He was appointed to the position in 1937 and served until 1944.
As head of the FCC, Case oversaw the regulation of radio and television broadcasting in the United States, including the establishment of standards for broadcast content and the allocation of broadcast frequencies. He also played a key role in the development of the television industry, including the adoption of the National Television Standards Committee's technical standards for television broadcasting.
