ONLY MEMBERS OF THE FIRE BRIGADES FROM WAS & PEC RECEIVED THIS BUCKLE.
Note the WAS on the left side stand for Westfield Avenue Site.  The PEC on the left side stand for Product Engineering Center.  At one time, both of these departments produced their own buckles.  Currently only one buckle is produced and represents both fire brigade departments.
