WATERBURY — Even as a judge, Thomas F. “Tim” Upson said, he was sometimes led by his politician’s heart.
“The problem is, every time you make a decision, someone’s mad at you – the person who loses,” he said. “I tried to make political decisions, making both sides happy at times. But you can’t do that.”
And maybe that’s why, as he plans to retire next week, Upson recently reflected on his 16 years on the bench and concluded he might not have been stellar at the job.
